Hi .. I'm an Australian citizen but non-resident for tax purposes. Prior to selling a pre-1985 property, do I just need to submit a variation application, given there is no CGT applicable on pre-1985 assets ?? Is there anything else I need to do or be aware of prior to selling the property?

Yes you can apply to vary your withholding using that form. It needs to be presented to the purchaser before or on settlement to reduce the 12.5% withholding rate. .

Can I apply for the variation now prior to putting the property on the market so I can ensure I have it ready in time, or can it only be submitted once a sales contract has been signed ?
