Are you getting an error saying that 'your info doesn't match the ATO records'? If yes, you'd need to update your details with us and then you can apply for your ABN.
If you have the ATO linked to your myGov account, you can check your personal details there to see what the mismatch is, and correct any errors.
Also, if you don't have a TFN, you need to apply for a TFN before applying for an ABN.
