I see that salary packaging cards offered by companies are prepaid debit cards. Is there a requirement for these cards to be prepaid debit or can they be debit or credit cards?

There is no restriction on the types of benefits that can be included in a salary sacrifice arrangement. The important thing is that these benefits form part of your remuneration. The benefits replace what you would otherwise receive as salary.
You'd need to speak to the different providers about what they offer.
