My electricity provider (Synergy) applies GST before distributed (solar) energy buyback credits and/or commonwealth energy bill relief offset ($150) and/or WA household credit offset ($200) is applied. My understanding is, GST is applied to money collected, I.E. after any/all credits/discounts have been applied, not before. It is interesting that they do apply GST after applying WA government energy assistance payment credit.
A business registered for GST would charge GST on its sales that require GST to be charged, not what is payable. If the business wants to discount your bill, then yes that would reduce the GST they collect because they reduced their sales.
Federal rebate doesn't affect how much the business is charging and the total money [collected] remains the same - whatever you don't have to pay is from the government. It might be easier if the rebates are seen like a gift card.
