For 3 years my income tax return refund has been transferred to an integrated client account, with no information on the statement about how much the remaining debt is or how long this will go on for. There is no information in my online ATO account as to the balance of the unpursued debt, hence I am unable to ascertain how many more years this is likely to go on for. It seems as though the balance ought to have evened out by now, however the ATO continues to apply my personal refund amounts to this purported debt, without any explanation as to the balance of that debt.

Based on what you're saying it sounds like we've agreed to temporarily place your debt on hold.
I recommend reading through the link above. It explains how to view your debt on hold and how it will appear in your account as ‘Existing debt on hold included in account balance.
It also outlines the tax types and periods that make up your debt on hold.
If you're set to receive any credit, the system will automatically apply it to your outstanding debt, as the full amount remains payable. Placing a debt on hold simply pauses recovery actions while it's unpaid.
