If I retire in July and receive my leave entitlements as a lump sum such as Lump Sum A and I don't receive any other income for that financial year, when I lodge my tax return the following July, will I get a refund of the tax paid on Lump Sum A or is it fixed forever?

For a "normal" termination, Lump Sum A is only for leave that accrued prior to August 1993, as per the tax table.
Otherwise, it's taxed marginally (as if the payment was paid over the FY instead of a lump sum).
