Not sure if it's been asked so I apologise beforehand.

The tax is now sitting as a DR for $xxxx paid by EFT dated the 16th with an effective date of the 21st. Does this mean it was paid on the 16th? Or being paid on the 21st? .. thanks

That's ok, ATO transactions can sometimes be hard to understand.

A refund transaction with an amount in the DR column on your account does mean money is going out from the ATO. However, the transaction doesn't take effect and go out to you until we reach the effective date.

If you have a refund transaction listed as a DR of $xxxx, the effective date of the 21st would be the date it will be paid.
