Found this link. Under the heading If you are between your preservation age and 60 years old it says that a lump sum is tax free up to the low rate cap. Above that it's Your marginal tax rate or 17%, whichever is lower.

Look at your member statement - if there is a tax-free component, then that is tax free.
Otherwise, taxed 22%
Does it count towards the low rate cap?
No - that is for non-super termination payments.
