In regard to oversea TFN application, the tax payer passport is expired (less than 3 years) but china officer refuse to do Notarization. In the primary document, ATO can accept foreign birth certificate. but tax payer is too old, can't find his birth certificate. Also, china don't issue new passport now, he can't get renewal. What can we do in this case?

Unfortunately, they'll need to use foreign passport or their foreign birth certificate. When processing TFN applications we're required to verify one primary document. These documents include foreign birth certificates, foreign passports, Australian birth certificates, and Australian passports. If the taxpayer can't get any of these documents, we won't be able to process an application for them. Are they able to have a new birth certificate issued?
