If I incur an expense such as I purchase a market research report with my own money for say $1000 and then my employer reimburses me that $1000 at my next pay run, am I right in saying I will have no tax obligation on the $1000 I receive?

This depends on if fringe benefits tax (FBT) applies to the reimbursement. If the reimbursement is covered by FBT (which is payable by your employer), then it's not considered assessable income for you as the employee, and therefore not taxable.
