I have noticed the below link has been taken offline for the last 3 months, just curious as to when this tool will be coming back online and if it is coming back online?

We're sorry but at this stage there is no ETA when the employee or contractor decision tool will be back up and running as it's still pending a review. This is due to the high court making a decision that impacts ATO advice and guidance to classifying workers. You can read the decision impact statement here.
We do have information available our website to help you to work out whether someone is an employee or contractor on our website.

Not an answer to your question (that can only come from the ATO), but did you know that the Fair Work Ombudsman has a webinar on exactly this topic TODAY?
I've registered for it, as there have been judicial rulings recently that impact the assessment.
