Has your tax return been processed, and you've received your NOA and it says refer to statement of account at the bottom of your NOA?
If you have access to online services, you should be able to see your income tax statement of account, and this will show where your refund has gone. It could be that you've had a debt with us, or another government agency and your refund has offset that debt.
Without having access to your record, it's hard for us to say what has happened.
