I was Australian permanent resident but my travel rights expired while I was outside Australia. To regain rights, I have to apply for Australian Resident Return Visa (class 155/157). The visa has mandatory requirement that I should have substantial ties with Australia and having a property in Australia could be substantial ties.

Please advise if I need FIRB approval for investment in Australian real estate?

If you're neither a citizen or permanent resident you're a foreign person and would need to apply for approval. It doesn't sound like you're present in Australia. If you were here you may have been considered a temporary resident where special rules apply. Take a look at our info about if you're planning to invest on our website.
