My friend who is a businessman and a non-resident living outside of Australia (who is awaiting to join my business here in Australia as a director) applied for a TFN using the form found in People living outside Australia - TFN application | Australian Taxation Office (ato.gov.au) Application was sent by post to the address as instructed in the form.

The application was sent via registered post and delivered to some ATO office in Greenway, ACT as the letter has been re-directed from the original address in the form (i.e PO Box 9942). We stayed for 28 days as in the form to see an outcome. Called ATO to see upon no outcome and heard that there is no record of the application. ATO officer asked me (please note that I'm authorized to act on my friend's behalf on the administrative work pertaining to this) for an application reference number from the post office (Aus Post). But there is no reference other than the registered post tracking number since this application is only to be sent by post to the address mentioned therein. You cannot submit it through the post office as in the case for residents in Australia. If the application is lost, we can re-submit. But what is the guarantee that the ATO going to receive it since we will be sending the application to the same address (as being instructed in the form)? Seems the ATO officers received my calls are not quite aware of the lodgment process for this TFN application (for people living outside Australia). They were consistently asking me to do it online or submit the application to the post office when the options are not available for this type of application, hence quite apparent they are not aware of the process. How could I get this done? As Aus Post confirmed my letter has been delivered to ATO 3 days after I posted it. Aus Post tracking number is RPP2105700053002755031602
