I purchased parent's property as an investment for less than the dutiable value. Can I use the dutiable value in the cost base when selling because original transaction was from parent

Don't know. Dutiable value isn't necessarily the market value

The solicitor/law professional preparing the transfer should have told you and your parents about needing a market valuation report
