Hi,


I am current holding 482 visa (hence I'm considered Temporary Tax Resident)

I'm about to submit 186 (PR) visa soon.


To my understanding, once I application acknowledged.

My spouse and myself will be eligible to Medicare care immediately (when application accepted).


I would purchase required private insurance coverage to avoid MLS.

But I have trouble to understand some basic rules about this topics.


Let me explain my questions with some hypothetic dates and income

  • 1/Aug/2026 -- 186 Visa application lodged
  • 2/Aug/2026 -- 186 Visa application accepted (acknowledged)
  • 2/Aug/2026 -- Enrolled to Medicare
  • 5/Aug/2026 -- Received Medicare number
  • 6/Aug/2026 -- Purchased domestic (non OVHC) Private Insurance
  • 1/Feb/2027 -- 186 Visa granted


Let's assume our income (whole FY) conditions as below:

  • My personal Australia income ($230,000)
  • My foreign income ($45,000)
  • My spouse foreign income ($30,000)


I have 2 questions

1) Given my current TTR status, should I only require to disclose foreign income since 1/Feb

2) Does our foreign income only taxable on and after 1/Feb

3) When do we start subject to medicare levy (2/Aug/2026 or 5/Aug/2026 or 6/Aug/2026?)

4) For medicare levy calculation before 1/Feb/2027 does it only consider 'Australia (non foreign) income'?

5) Similar to 3), which date do we subject to medicare levy surcharge?

6) Similar to 4), does household income calc for MLS before 1/Feb/2027 only consider 'Australia income'?

You will be subject to the Medicare levy from the date you are entitled to Medicare benefits (regardless of the date you enroll in Medicare).

This will be indicated on the Medicare entitlement statement that you need to apply for if you wish to be exempted from the levy.
