I fully own a property. I verbally leased it to my sibling for no rent as long as they manage the property.

My sibling has leased the property to tenants. She receives income from the tenants and has property expenses which she pays herself.

I do not receive any income from her and do not wish to include the property in my tax return.

Do I need to pay tax on the income received by her? I do not wish to claim any expenses on the property in my tax return.

No - but you should get a lawyer to do a lease agreement giving sibling the right to sublet.
