I am PR and just start my first job in Australia from July 2023. As I landed on June 2023 so I just want to submit the non-lodgement advice in the portal for 22/23. However, when the website just show "There are no expected lodgments." Do I need to take any action like submit the non-lodgement advice via paper form?

There not being a prepare button or expected lodgment is an issue that happens every now and then. This can be easily fixed by following the instructions for this on the help and support page. If you do meet the requirements for a non-lodgement advice then you should probably get this fixed however its not something you should need to stress about.

When did you get your TFN? If it was in July you wouldn't be expected to lodge anything for 2023.
