Everytime I have tried in the past month to get on the phone with ATO, I am given a "we are experiencing peak business hours" call back later. how am I supposed to connect ATO to MyGov if this is my first time doing a tax return but cannot get a code?

If you have a MyGovID with a strong ID, you can link that as your digital identity to MyGov, this will help link ATO.
You can also ty the MyATO App. If you have a copy of a few of the listed documents, this can also help quickly.
You can request details from your employer.
