I understand the urgency if you're not able to work without the ABN. That would make things extremely difficult for you. Two months does sound like a long to process an application. Without knowing what has already been advised and it's hard to say why it's taking longer than the standard 28 days. Have a look at check the progress of an ABN application (https://abr.business.gov.au/ContactUs/Progress) this will give you info for the Australian Business Register (ABR) team who can investigate this for you. Hopefully, your application won't take too much longer to process.
