Why is it that myGov letters, which are essentially emails with a pdf attached, take so long to arrive after a determination is made? Shouldn't it be instant?

No, not all letters being sent via myGov will be instant.
Our letters go through various internal approval and publishing processes.
The type of letter will determine the process that will need to be following. This will also have an impact on the time frame of it being issued.
