Received "Instalment Activity Statement" for business name where ABN was cancelled in 2016

When you say the ABN is cancelled was this a sole trader ABN? If so, you can still have PAYG instalments issued if you're receiving instalment income for non-business activities like investments or rent. Or if your tax returns have only been recently lodge when you were in business. Activity statement may have had the business name. If you have held previously other tax obligations such as GST or PAYGW when the ABN was active. This can be updated by us to remove any confusion. You can log into your myGov account and send us a portal message requesting your account name to be updated. Once this is done your new name will appear on your PAYG instalment notices. You'll find instructions in a reply (https://community.ato.gov.au/s/question/a0J9s000000Ltz8/p00179549) to another community member's post.
