I am aged 62 and have concurrent employment with Qld Health across 2 different Health Districts/Departments. Would I meet Condition of Release by resigning from my main job and continuing part time in the secondary position? (I would like to access a lump sum but retain my leave entitlements which can be transferred between positions. ) I have read that the Employee/employer relationship needs to cease, how does this apply in big government organisations where there are multiple 'employers' within an underlying single gov entity?

Bruce is correct.
Apply for Administrative Binding Advice from the ATO, its the only way to get a concrete answer in writing that is binding on the ATO even if they get it wrong.
If you phone the ATO and they give you incorrect information you will be the one that will pay for their mistake.

Depends on your actual employee status - whether each role counts as a separate job.
