22, [Removed by moderator] with not enough ID, I only have birth certificate and medicare card. Is birth certificate, medicare card and Proof of identity reference with the referee enough?

How are you both trying to apply for your TFN? Online via myGovID?
If so, and if you're unable to obtain strong strength, then you may need to apply an alternative way.
Check out the Australian residents - TFN application page what your options are and what identity documents are acceptable.
Your right @Kwv we do not accept proof identity card. We do accept an Australian drivers licence. The address on the card must match the details on the form provided to us. Check out the full list of documents we're able to verify.

hi, I am trying to apply for a TFN so that I am able to recieve HECS-HELP loan for my University studies.
I would like to know as well?
As the 13 number didn't ask for my Medicare card and ask for my health insurance details from years ago which of course I didn't know and claims the current health insurance details is incorrect even those it is correct.
And my Government Adult photo ID is not acceptable by ATO even those like a drivers licence it has name, address, DOB,card number etc and is used towards the 100 points ID requirements.
