I have told by another Accountancy firm that ATO can do bulk transfer of clients from 1 ATO TAN to another but cannot find any information and the ATO tell me this is not possible.

You have heard correctly. We can process a whole-of -practice transfer to new registered agent or entity if certain requirements are met.
We cannot perform a whole-of-practice transfer for a portion of a client base.
