What is my Transfer Balance Cap? I have 2 super funds

I am already receiving a PSS defined benefit fortnightly pension but I have not reached preservation age and have another super fund in accumulation phase. I understand that the current TBC is $1.9m.

Is my personal TBC triggered when I transfer my personal super funds to retirement phase or has it already been triggered when I started receiving my PSS benefit?
