I lodged SBCH since a month ago and has paid the amount that has to be paid. However, as of now it seems that ATO has not received the payment yet and still waiting for payment. I did not receive any email notifying the payment has been unsuccessful, so I assume the payment must go through. And I cant lodge any new payment now.

Yes, that does seem a bit odd as the payment is usually received in 5 days.
It might be worthwhile double-checking the bank details the payment was made to. Then confirm they match the bank details on their payment instruction.
