I have completed my application for early release as I have been notified that a surgery date has become available for my son in 5 week time. I know that the expected processing times are listed as 14 days but is that business days and is there a backlog of applications currently that could slow the process?

Yes, the 14 days is business days this is for online applications. If you submitted a paper application these can take 28 days.
The main thing that will slow the application down is if you haven't provided all the supporting documentation that's needed.
You can keep an eye on the progress of your request by logging into your myGov account.
