Due to a subclass 190 permanent resident visa being a state sponsored visa which requires your workplace to verify contract, position salaries etc. to prove you are working with them and fulfill the requirements for state sponsorship as being a priority occupation and skill shortage, will this visa be a tax deduction?

Unless you intend to leave Australia the moment your position ends, I would say that your visa gives you personal benefits as well, so not all the cost is work-related and tax-deductible. Apportioning the work-related expense may not be easy, but suppose you could research and find some other, cheaper, non-permanent visa which would just as well allow you to come and work in your present position, then you should probably be able to claim the cost of that cheaper visa instead.
