I set up my original mygovID with an email address I no longer have access to. When I tried to create a new mygovID, I couldn't verify my identity because those documents were linked to the original email address account. How do I proceed with creating a complete new mygovID account?

Your understanding is correct. If you've used your identity documents on an original email and use them for your new email address, it'll come up with an error message.
If the error, you received was 45047 (422) the link I have provided will tell you what to do next.
