Looks like you've done your research! If you end up with more deductions than income, you'll simply have a 0 taxable income for that year.

Does a 0 taxable income mean that I don't have any income tax liability, which means if I claim a tax return, I should be able to get the refund for the amount I already paid for this year?

Yep! If you paid more tax than you have to, you'll get a refund.
