For the past 3 weeks I have been unable to submit my online application for a TFN. The error message says "TFN application or enquiry currently unavailable". When will this service be restored. I am unable to proceed with a paper application or visit Australia Post

Can you try clearing your cache and cookies and restart your device then see how you go?
If you're having trouble at the address section, you can try a workaround that's helped others. Another user @Jinbaozh had this issue and was able to get around it so they could enter their address in manually. Check out their most helpful response on a similar thread.
