I've earned over threshold and not entitled for medicare, do I have pay medicare levy surcharge?

If you are exempt from paying the Medicare levy then you don't pay the surcharge either.

The Medicare levy surcharge should only apply to a person who both pays the Medicare levy and earns over the threshold for the Medicare levy surcharge. Assuming you are a single person without dependants and have a Medicare Entitlement Statement (MES) classifying you as "Not Entitled" for the full 365 days July 1 to June 30, you should pay neither levy. It is recommended to include a copy of the MES with your income tax return. You need to obtain a new MES each year . I could be wrong ?
