Why can't STP be entered direct to the Small Business Portal instead of having to use expensive specialist software or very unreliable cheap software that is difficult and time consuming to use?

To clarify, I operate a small business with just myself and my wife that provides important services to the community but only earns us a mediocre income - typically below minimum wage for each of us. STP was supposed to simplify reporting of our income but instead has made it far more complicated and added expense we do not need. The so called free or cheap payroll software is difficult to use and cannot be guaranteed to be available at the start of each financial year.
