Seeking some assistance as a company that issues invoices on behalf of our suppliers in the service industry, we want to ensure compliance and effective use of RCTIs.

  • Supplier Without GST Registration:
    • How can we handle RCTIs when the supplier is not GST registered? Either because they are earning less than $75K or because the supplier has not registered for GST despite being over the threshold.
  • Invoice format? Will the standard tax invoice format suffice?
  • Any other considerations related to RCTI's would be appreciated.

Check out the info on Recipient -created tax invoices


  • Both the buyer and seller must possess a valid ABN and be registered for GST when the RCTI is issued.
  • The buyer must receive approval from us to issue RCTIs.
  • The RCTI must be issued within 28 days of determining the value of the goods.


An RCTI must not be issued if a supplier quotes an ABN but is not registered for GST.

For suppliers not registered for GST, a standard invoice should be issued. It should clearly indicate 'NO GST'.

Just wondering what is the procedure to have ATO approval for the buyer to issue RCTI?

Hi @WilsonLeung,


There’s no need to get approval, but the buyer and seller must:

  • both be registered for GST,
  • have a written agreement that allows the buyer to issue RCTIs, and
  • be dealing in a type of supply RCTIs are allowed for.
