My GovID keeps saying "Update your app. A newer version is available. You must update now. (CER000001)" but there is no newer version and I cannot log in to complete my BAS.

Sounds like you might need to contact the myGovID team and speak with someone directly about this.
In the meantime, you can always lodge a paper BAS. 📜
