Based on Not entitled to medicare benefits if one partner is not entitled but the other is, then both partners are considered not exempt for the medicare levy and surcharge. I want to confirm that this means the partner who is not entitled to medicare benefits still needs to pay the medicare levy despite not actually having access to medicare, and both partners are incentivised to take out appropriate private health insurance for the purposes of not needing to pay the medicare levy surcharge?

Yep! That's correct!
To be able to claim the full exemption when you've got a dependant, they'll also need to be in a Medicare levy exemption category.
