my first tax agent. Would it have a problem when applying for my second tax agent? My second tax agent doesnt want to use a personal email so do my first tax agent.

The email used in RAM can be whichever one you want.
It's recommended that the email in myGovID be a personal email you'll always have access to. You can't setup more than 1 myGovID.
