I have not worked fulltime for 25 years due to being an unpaid carer for two members of my immediate family, one interstate, one with a life threatening illness and have always relied on my husbands full time employment income for support. I have been unable to work physically also. I have not had any income at all. Even though now disabled from previous work injury 30 years ago I cannot claim anything from the government to help, even with my substantial medical costs as my husband's gross income is over the threshold. There was nothing recorded in the workcover records back then, I was a ambulance officer an unbeknown then, sustained a fracture in my spine. It has come back on me big time as I have aged.

I have always had to do a non-lodgement advice every year to ATO due to no income since 1999.

In the last 12 months I obtained private health fund cover due to serious health issues which my husband pays over $300 per month for. As part of that cover I receive the Australian Government Rebate on private health insurance as a reduction in premiums. I have been trying to ring the Tax office for over two months to enquire if I need to lodge a tax return this year due to the receipt of the rebate every month, the Health fund has supplied a private health insurance statement, information of which they also forward directly to the ATO. The health fund could not give me an answer. There is nowhere online in mygov ATO lodgement online where I can lodge a tax return, every time I click manage tax affairs it gives me a dead end due to years of non lodgement. I have been ringing the ATO for days, there is no email to contact ATO, the chatbot sends me on a wild goose chase and I do not wish to be fined as tax time lodgement period is up at the end of this month. It is so frustrating, the dozens of time I have rang the ATO I always get "we are experiencing peak demand and are unable to answer the call." I have no income to delare, nothing to declare except that I received a rebate from the government on private health insurance premiums. I do not understand why mygov will not even let me try and lodge a tax return to declare receipt of this government rebate. Can anyone please help?

My understanding is if your taxable income is less than $18,200 then you don't really need to submit a tax return unless you have other passive investments coming in which can be offset against your income (eg you have an investment property, shares etc). https://moneysmart.gov.au/work-and-tax/income-tax


I don't know how much money you receive a month as you didn't specify. And I don't know what type of assets you have but I write this as someone who is a mere taxpayer and not a professional. I hope someone here can help you but tax is so distressing for so many people that I just hope it helps and saves you queuing up for the ATO line. (And really not many of us can afford a registered tax agent/accountant so tax should be easier for the lay person as most of us want to do the right thing and not dodge our taxes in this country)
