I have process my tax return and they told me that it's restricted. So I decided to call the ATO to remove the restrictions on my account for a few days now but I cannot seem to get through. Who can I consult to remove the restrictions?

It sounds like you've had your account unlocked. When it's unlocked, you only have 2 days to use this then it remains locked again.
If you want this to be permanently unlocked, you'd need to speak with our Client Identity Support Centre.
