A taxpayer under 65 and eligible for medicare. 

The person is a high income earner (above medicare levy surcharge threshold) and doesn't have a spouse.

The taxpayer has an appropriate level of private health insurance coverage from 01/07/2023 to 30/06/2024.

The individual's private health insurance statement has 1 line with the benefit code 30.

 - Premium for rebate: $1,000

 - Rebate received: $200


The benefit code 30 is for the period 1/7/2023 to 31/3/2024.

Under private health insurance policies section, I only complete "Premium for rebate" and "Rebate received" of the 1st period (1/7/2023 to 31/3/2024)

with the benefit code 30 as per my private health insurance statement AND leave the 2nd period (1/4/2024 to 30/06/2024) blank.

Will this change the number of days in fund/ the number of days not liable for medicare levy surcharge (366 days for the period 1/7/2023 to 30/06/2024)?


Can I proportionate the "Premium for rebate" and "Rebate received" and complete the private health insurance sections as below?


Period 1/7/2023 to 31/3/2024

Premium for rebate: 751.37

Rebate received: 248.63

Benefit code: 30


Period 1/4/2024 to 30/06/2024

Premium for rebate: 150.27

Rebate received: 49.73

Benefit code: 31

No, it doesn't change the number of days of private hospital cover. You answer yes to having hospital cover for the whole year and 366 days. MyTax Instructions



The private health insurance you enter what it says. If there's a discrepancy with the rebate they have received and the amount of rebate they are allowed, the amount owing or refund is added to the tax liability.


EDIT: there should be another line from your private health insurance for code 31? or what about the pre-fill data? Normally the ATO would have received the private health insurance data from the insurance company. It would contain the premium amounts, rebate received, number of days of hospital cover etc.

The pre-filling data has only code 30. There is no line of code 31 in both insurance statement and pre-filling report, although both insurance statement and pre-filling report indicate the appropriate level of private health insurance coverage for the whole year.

In this case, can I proportionate the two amount over the 2 period as I mentioned above?

Are there any restrictions or prohibitions on doing so?

I do find it odd. I think it would be better to ask your health insurance if they have reported the information correctly. I think best to not alter your pre-fill information on your own as those amounts are used for calculating the rebate you should have received and any differences, refund or payable, added to your tax return.
