My question is in relation to non residents and HELP debt. As of now non residents have to report their worldwide income and are required to pay if the income goes above a certain threshold'

But back in FY2016, were they still require to report their worldwide income?

According to my research the rules were introduced in 2017 or so, if the requirement was not in place in 2016, can I lodge Return not necessary? Please advise

Most likely can lodge a not neccessary. There doesn't appear to be a section for non-resident foreign income section. myTax instructions 2016 doesn't show; myTax instructions 2017 does show.

If you're unsure, I think it would be best you prepare but not lodge the tax return and see if the 'non-resident foreign income' section is shown.
