The Fair Work Ombudsman is very clear that a FT/PT employee "transferring" to casual must be terminated and their unused leave and entitlements paid.
Pay the termination payments as for any employee.
An ex-gratia payment is an ETP. ETPs are taxed based on the reason for term, age of employee etc.
