Employer won't pay to nominated super fund

I recently provided a nomination form to my employer (a Commonwealth govt dept) to make contributions to my GESB account. However, they've advised me that GESB "require individual registration" and the department is unable to meet this condition. GESB is a complying fund so I'm not sure what this means. I thought employers were obligated to pay to any nominated fund as long as it is a complying fund.
