In the past, I haven’t made any salary sacrifice nor personal contributions to my superannuation.

Therefore, can I make contributions to my superannuation for past years as well retrospectively from 2019 although I joined this company in 2021?

And next year, the retrospective amount can be deducted from my tax payments?

It is not a retrospective amount - the legal effect of the carry forward deduction is that your 2023 CC cap has been increased by all the unclaimed amounts back to 2019.

As long as your total super balance was less than $ 500 K at year start.
