Hi, I’m currently in Australia and trying to access my myGov account and ATO services. I don't have a passkey and I was trying to use digital ID to log in.

I am an international student and only have a foreign passport with a visa. I have set up myID, but my identity strength is only basic.

I do not have any Australian ID such as a Medicare card, driver licence, citizenship certificate, or ImmiCard, so I cannot increase my identity strength.

Because of this, I am stuck in identity verification and cannot access my account or update my details.

Could you please advise what I should do in this situation?

Is there an alternative way for international students to verify their identity or access ATO services?

Generally, most services would need at least standard strength on the MyID. So I don't think this method is viable for you yet.


Have you not tried the other options? Ignore the myGov code generator, Service Australia retired it and looks like can use any authenticator app

  • myID (recommended) – set up to a Strong or Standard identity strength
  • get a code by SMS using an Australian mobile number
  • myGov Code Generator app to generate a one-time code
  • Passkey."

Even after you make your MyGov account more secure, you will need info to connect it to ATO
