I have tried to sign in and it sends an SMS which I cannot receive as I no longer have the phone number. I try to link with Digital Identity which does not work because my account is not strong enough and I am UK Citizen so cannot use any of the options to strengthen my account. I tried to make a new Gov ID with new email but when I link to the ATO I run into the same problem with using Digital Identity. I am not sure what to do now?

If you have already signed into myGov, when linking to the ATO we do not send verification SMS or emails.
It sounds like you may be having trouble accessing myGov. In this case the myGov website has an article on accessing myGov while overseas.
Hello, I can request a code through MyGov but then it will not let me authorise because the myGov account is not strong enough and the options for me to make it stronger are: Australian passport (I am UK citizen), Australian Licence - Again UK only, Australian Birth Certificate - Again UK only, Australian Visa (have to still be in Australia to access) Immicard (i Dont have) Citizenship certificate - I dont have so how can I possibly make my account stronger?
I have also tried making a new account and then I go to link it to an ATO and guess what? They ask for a strong digital identity to link it.
