2 years ago I transferred my kiwisaver sourced funds into an APRA regulated fund. I now want to transfer it into my better performing SMSF but am told I can’t as it is not regulated by APRA. Why is this? Am I able to switch regulators to become an APRA regulated SMSF?

That would make it a "small APRA fund" - not a SMSF.
You would need an APRA approved trustee.
