Private Health insurance companies are required to report certain details to the ATO. The information is used to pre-filled sections in your tax return.

Is the section pre-filled when you prepare the return?

If so, and if you are still under your parent's PHI, complete it by choosing the label - You are a dependent.

If not, you still need to answer the Medicare section. Choose that you are NOT covered and put in 365 days in the field.

Long story short, even if you do not enter PHI details, you are not going to be charged 1.5% Medicare Levy Surcharge as your income is below the threshold.
