I have been selected to start paying in instalments, but there is no reference in the PAYG welcome letter I got that I can use to pay. The deadline is tomorrow 28th October, and if I am late, I will pay a penalty. How does that work? Does ATO only send it on the 28th?

The PAYG welcome letter isn't your official payment notice. You'll start making payments once we send you an activity statement or instalment notice.
We send your activity statement or instalment notice when it's time to make a PAYG instalment - for most people this is at the end of each quarter. If you have online services, it'll appear there. Otherwise it's mailed to you.
You'll find all your payment details, including your payment reference number, in your online services account. Check your myGov inbox or ATO online services for any statements that may have arrived.
